Improvement District #4 (Waterton Lakes National Park) is the municipal and provincial governance authority for Waterton Park. The long term goal of the ID #4 is to assist in Waterton becoming the leading example of a year round sustainable mountain park community. The ID works cooperatively with Parks Canada on community projects and issues as well as with the Waterton Community Advisory Group, a representative group of Waterton stakeholders and the various stakeholder groups.
Unlike a municipal governance model, such as those of Banff and Jasper, the ID Council is under the jurisdiction of the Department of Municipal Affairs of the Province of Alberta. The Council members are elected from within the community; elections are held every three years on the third Monday in October. All residents, resident and non resident leaseholders are eligible to vote. Council meets the third Friday of every month when required.
One of the key roles of the ID#4 Council is to collect education taxes for the Province. The ID taxation system uses the Provincial assessment model based on land and improvement values reflecting "current fair market value assessments" that are updated annually.
The ID has access to Provincial and Federal municipal infrastructure funds, and municipal grants. These funds are used for various planning studies, and community initiatives.
